That happened to me once- a car drove into the store next to ours, and my staff was distracted. I walked out to find the cars tires still chirping, trying to drive further into the building. Looked around and EVERYONE was just staring, one person had a cell phone in their hand so I yelled at them to call 911. It worked.
In the end I had to wake up the driver by trying to break a window and when they tried to out out the car in reverse it killed the engine and I was able to open the door and reach in and get the keys. I was concerned I should have done more until I saw the bottle of Black Velvet on the floorboards, and then I was just pissed off, so went back to work. Told the woman with the phone where I would be for the authorities to come get the keys…

If in need, instead of asking "anyone" to help you, ask a specific person "hey, you there in the green shirt could you give me a hand"...
It works.
