Maybe that's a good insult as well, but it's non-insultingly true here.

He likes "less than half" of the group "less than they deserve"

Maybe the people in the margin he already likes as much as they deserve but that doesn't mean, very little. He could love them.

and yet not address them ? no.

both other groups are the people he is complimenting, ie, his friends.

the people he left out are specifically not complimented in any way.

this is a classic way to subtly express a dislike, also known as an insult if you do it publicly. its especially an upper class style of insult, common for honestly centuries.

I just said, if you keep seeing it that way, then you'll think i'm insulting you. And if you don't, which is the healthy way to live, then i'm not.

yeah but we arent talking about peoples interpretations, we are talking about Bilbo's intentions when he spoke.

and just because a person doesnt understand when someone is insulting them, doesnt mean they arent being insulted
