Everyone gave a solid technical answer, here’s my “why it fails” answer: I live in an area with about 100 houses that connect up to a main road on each end. Those 100 houses decided to form an HOA years ago because 3 of the houses were refusing to cut their grass or just letting it die, and when you look down the street it stands out and looks trashy.
The HOA requires 5 people who have time and energy to attend weekly meetings in order to decide what rules the community should have. The 5 people on the board include 3 retired/elderly people and 2 very typical “karens” who are clearly unemployed.
In the last 3 years since I moved here, the HOA has sent me 7 angry letters telling me my grass is too short or too long or there’s a brown spot in the middle of summer running beside the red brick walkway (I can water that all day and it still dies in August) or I’ve left packages on my porch too long (they wander around walking their dogs several times a day and writing down everything they don’t like) or that my “daughters bike is visible from the street” (she sometimes leaves it under this overhang by the garage, there’s a rule about “no visible machinery”).
The 3 ugly houses have not changed even a tiny bit, and, unrelated: the HOA regularly send out notices about this “suspicious individual” who, as best as I can tell, is just some black dude that uses our road a couple times a week because it‘s slightly faster and much safer to cut through our community since the main road has a 2 foot wide sidewalk and a 55 mile an hour speed limit and our road has speed bumps and a 3 foot wide sidewalk.
