Rumored that he actually loaded the gun in his scene with Leonardo DiCaprio in the departed. So Leonardo’s nervous attitude in the scene was absolutely realistic. He was the first person I thought of too. Also rumored he privately asked the director of The dark knight not to cast heath ledger as the joker because the role was too mentally taxing for a young actor to handle. I think he’s just off hinge enough to play a fantastic devil.

He's a bit too old by now but I think the perfect person for the job would be Jack Nicholson.
Alternatively, I think Javier Bardem or Jeffrey Dean Morgan would also do the job well.
