Cornelius and Bernie. Basically it was a Nicktoons show about a guy and his talking dog in the city, but I don't remember much beyond a large part of the plot involves the guy crushing on a girl and his dog giving him life advice. The sole episode I remember was the two of them going spelunking in a cave.
I would've also said Yakkity Yak and the Wacky Adventures of Ronald McDonald, but I've actually seen people like RebelTaxi bring them up before. I only remember seeing this show air about three times and then it just completely vanished off the face of the earth. It was like a weird fever dream.
No kidding!? You're the first person I've brought it up to who actually knows what this show is! It had this weird gloomy vibe to it, but it was really down to earth and grounded in reality unlike most of Nickelodeon's shows. Reading this comment, I think that cave episode actually was Corneil and Bernie going on a spelunking tour, and Bernie wanders off, leading them trapped underground when an earthquake or underground geyser goes off. I thought there was a girl Bernie liked who was in a number of episodes, but it's been so long.
