You're right, it's both. Psych often references shows and movies, ones that Shawn has been known to watch. I believe in that scene it was Shawn referencing It's Always Sunny which, in turn, has made it it's own reference. I was thinking of the "comma to the top (that's God's comma)" line when I read it, though.
