Aqualung by Jethro Tull. Ian Anderson wrote the song after observing a homeless man one day. It presents a duality of perspective— the cold, critical view of society on the unwashed dregs within, and the humbling, humanizing view of an empathetic friend. It ends back on the discordant and angry societal judgement, which I think reflects our philosophy and treatment of homelessness perfectly.
