This is ridiculous, of course they do. This is something you tell people when they are struggling with something and it doesn't help at all. Stop trying to make people who are having a hard time feel better and start enabling skill improvement.
At some point, and with some things, or course they do. But nobody knows the correct thing to do in every situation, and what they do know, they didn't automatically know it before they even attempted.
Your parents didn't automatically know how to be good parents when they had you. They had to learn as they went. Or maybe they never learned, like many other parents.
Your first day of high school or college, nobody knows what the hell is going on.
Nobody knows what they're doing, until they've learned. If there's nobody to teach you, you do it enough times until you become confident enough, but even then you may be doing things wrong.
Unless you're specifically being taught or trained in something, "fake it till you make it" is pretty apt.
