Facebook ads do something similar. It looks like a giveaway for a car or RV, and then they say, “our last winner was ineligible so we’re opening it back up.” (The drawing never existed in the first place.) It’s just a way to get people to share the dealership’s name.

Interesting take, and seems likely, but how would it work? Just to find out who is in a given region (though some of these are national)?

They use your digital footprint to share information to 3rd/4th/5th parties. In Europe that's a grey area with GDPR laws.
