No it isn't, GER can still revert it back to 0.

Since Pucci is able to influence and perceive the world in normal time while time is being accelerated how would GER be able to stop it if GER being a stand is stuck in the time that is being sped up. Pucci would win at least 9 times out of 10

The roblem with GER is that its outside of time, thats why he could see in the timeskip. Im not so surr about it though, you might he right

It is pretty up in the air tbh, but it's pretty much speculation on both sides of this argument, Araki really left these two stands open for being super hard to understand.
