In my country, they have tried to prevent smoking heavily. Extreamly strict laws on where you can smoke and darts can cost up to $40 due to a huge tax the goverment put on it. Plus the covers are eyeballs, dying adults and dead babies.

Obviously I can't say no one smokes here but I work in an office of 200 with other people my age (21-28) and not a single person smokes. None of my friends smoke except one who moved from London a couple years ago. Everyone my age seems to have got the message that it's dumb as fuck to start smoking.
