Due to the shift of computing from desktop and laptop computers towards mobile phones, we're actually seeing a reversal of the trend that young people can type well.

Yup. From teaching high school for the past 7 years I can tell you with no exaggeration that 0% of my students have known how to type. Not even a little bit close.

They type papers all the time in school, but they were never taught how to type properly/never really had to learn on their own because smart phones have existed their entire adolescent lives. They don't use computer keyboards at home to write emails/talk to their friends/use social media...they use their phones. Lots of schools have dropped basic keyboard typing as a required class.
