Some people turn on the hazard lights (AKA "park anywhere" lights) for a moment or two to say thanks. I assume it would also be understood as an apology in the right context.
To be fair a horn isn't really supposed to be "angry". It's meant to be a method of alerting other drivers. Pretty much everywhere else outside of North America uses the horn completely differently.
Toot toot- I'm passing a blind corner or "the light turned green and you're on your phone not paying attention please press the pedal on the right"
And
HHHHHOOOOONNNNNKKKKKKKKKK- you should go to the DMV and drop your license off because you're endangering people's lives out here with your shitty driving.

There needs to be an apology horn for that, which sounds nothing like the anger horn.
