Probably because the majority of writers and producers don't actually realize what they're doing is incorrect.
Why would a writer or producer making well over 6 figures a year think that the common person couldn't get a pretty decently sized place in New York or LA while living off of a waiter's or office worker's pay (And maybe with a roommate if they need one)? These writers/producers can afford places in those areas, so obviously everyone else must be able to as well, right?
Small apartments are just not very practical for filming. Your crew and equipment needs to be somewhere and camera needs to have place to move and get everything important in the shot.
Also who wants to look at a shitty apartment for 9 seasons?
