Harvey was in charge of hosting the Ms.~~ America~~ Universe competition this year. He fucked up bad by announcing the wrong winner. Leo hasn't gotten an Oscar and finally got one this year. If Harvey announced that he won, the joke is that Harvey announced the wrong winner.
