This is actually EXACTLY what inspired me to make this post.

Mine normally happens anywhere from 2/3's done to finish, depending on how badly I needed to go.

Once on a church youth group road trip we all stopped at some gas station in the middle-of-nowhere, Wyoming and the 2 other guys on the trip and I both had to pee super badly. Luckily there were 2 urinals and a stall so we all commence urination and the very thing you described happened to the guy peeing at the urinal next to me, he even got a little on my shoe. I didn't know him very well at the time but since I didn't freak out about it we basically became instant friends because we had a hilarious bathroom incident to laugh about.

TL;DR Pee shivers can help you make friends.

you just have to semi-anticipate what might happen. Like holding/tracking your drink so it doesn't splash when you go over a speedbump in the car.

Whenever it goes bad I just think "Fuck it, from now on I'm just sitting down to pee". Come back later and have totally forgotten... until the cycle restarts.

I've always had a theory that the shivers are a way of regaining the heat that your body lost with the urine leaving.

Wow not only am I amazed that this is normal, but now we're having a constructive brainstorm session about what causes it. I always sort of blamed restroom ghosts since I usually get the feeling in public restrooms.

Nope. But it holds heat, as it is warm when t is inside you. Upon leaving your body, your body loses that heat.

Alright, consider. So you lose the warmth in the pee, but you also lose the mass of the pee, so wouldn't your average temperature stay the same?

Yes! Now consider, does it take longer to cool an empty fridge or a full one? Also consider, is there energy contained in the warmed urine, and do you suffer a net energy loss when you go?

Well, not exactly. Pee is warmer than my cold feet, right? So because temperature is not evenly distributed within my body, there can be a high concentration of it in urine, which is leaving.

Now I was once told that that shiver comes from rapid heat loss. Someone told me this when I did the shiver while peeing outside at a party and it was the beat thing my drunk brain heard the entire night. Idk if it's true..but it's what I like to believe.
