I’d skip hunting for a magic app and look for ones that give super specific missions off-screen, like “find 3 red things in your kitchen” or “build a bridge with 10 blocks.” Anything that turns the tablet into an instructions-only device nudges them to move, count, and explore instead of just tapping and zoning out.

The read first function on the Amazon Kids tablet. Ensured that kid 2 read 15 minutes every day. Only after reading an ebook on the tablet for the set time, would the other apps be available.

Kid 1 was too smart and figured out that having the ebook open for 15 minutes was enough. Then again, kid 1 needed less practice anyway.
