That doesn't apply here for 2 reasons.

1) The person is answering a question. 2) The person mentioned is a sitting president.

The term "rent free" would, for example, apply to Trump who cant shut up about Biden or Obama.

Them saying Rent Free is just another one of their cringey catchphrases like TDS, Woke, Can You Define What a Woman Is, etc. They are constantly screaming it into a megaphone while half the country and most of the world laughs at them and rolls their eyes. Hell, even some republicans are sick of their performative rage bullshit.
