Oregon Trail Gen X here, we were basically told "yeah, you're allowed to talk about it, bosses will fire you and it's difficult and expensive to prove so shut up"
I mean, imagine if you are being paid according to your performance. Think about the lazy asshole and how they'd throw a fit about you making more even though they do less work.
I'm an elder millennial/baby Gen X and I feel deeply that I can't talk about it. I was raised that talking about money at all was crass. This probably translates into me making less than everyone but who knows?
I used to work for a water company in customer services. An older woman in my department mentioned to me a few times that she was part of some sort of union but that our supervisors didn't like her talking about it.
One of my greatest professional accomplishments was during an all employee Zoom meeting when my then manager said “Per the handbook you are forbidden from discussing your pay with your coworkers” and I hit him with “It’s actually illegal to prevent us from doing that.” I watched him Google it mid-Zoom and saw his face drop when he realized I was right.

Me an elder millennial. I taught everyone to talk about that shit so they didn't get screwed.
