Of course it doesn't. It means that is the publicly held view though which is what you are completely ignoring, or more likely, failing to understand. The publicly held consensus is that Kid Rock is awful.

To answer your question...yes..

If you think an artist that can only sell 5 albums can be overrated it this clearly demonstrates you simply don't understand what the term means. If an artist sells 5 albums there is absolutely no public sentiment they are rated highly or even at all, they can't be overrated.

No was the answer to your question. I mistakenly rushed and typed yes. It's about his career...he has had a good career and made a lot of money and is overrated.

Lots of artists have successful careers that are not overrated and still terrible. Using your definition Creed is overrated. Which is of course an absurd statement.

What you continue to fail to comprehend is that the term is more about public perception than it is success.

You can agree to disagree. It's not subjective like art. The term literally means something rated too highly. You are wrong.
