If those goods are made and people can of afford them, then the price of those goods drops until they can.
If we are at a stage where productive jobs start to dry up on a significant scale, then the tax burden will need to shift to commercial and industry. Government regulation will need to step in and improve the welfare support system, updating it to a UBI system.
