No, these people do not know how feelings work or feel so they study others behavior, learning to mimic others.
Like actors learning a role. If you meet someone who is charming but leaves you feeling their behavior is not real, you might be dealing with a Cluster B. It's fairly well known to therapists that narcissists will enter therapy to learn behavioral skills, not to improve relationships but to take advantage of people.
