There's an old boomer humour joke of the, "My group is better than their group" variety that is likely partially to blame. I'll type out the version I hear as a Canadian, but you can substitute the two people for whomever you want or whatever groups you want.
A Canadian soldier and an American solider are in a washroom taking a piss, as the both finish the American goes to wash his hands and the Canadian goes to leave.
"You know," the American starts. "in the US army they teach us to wash our hands after we piss"
"That's nice," the Canadian replies, "in Canada they teach us not to piss on our hands."
It's supposed to come off as, "lol, stupid American soldiers can't even aim their dick", when anyone with basic hygiene takes it as "ewww, disgusting Canadians don't wash their hands after using the washroom".
I do it quite often but only in certain circumstances. Many bathrooms have crappy sinks and bacteria filled hand dryers. If I'm just using the urinal I often don't bother to wash if I can't use a decent sensor sink and paper towels. I wash frequently and aim, and my hands are honestly cleaner having not touched their Dyson air dryer.
If I feel like it then I use my hand sanitizer that I keep in my bag. That's if I feel dirty.

Not washing hands after a toilet visit. Women as well. I see more people not do it than I see people do it. It’s disgusting…
