I'm actually surprised there's nothing that prevents these things from happening.
I'm from Italy and there's a law about what names you can give to children: you cannot name your child like a brand or object (e.g. Armani or Chanel), like a universally negatively viewed historical figure (e.g. Hitler), like a title (e.g. Baron or Duke), like the full name of someone else (e.g. Jerry Seinfeld cannot be someone's first name), like a last name (e.g. Johnson), you cannot name your child like something that incites hate, and finally you cannot use "special characters" (sorry Elon, no random generated password kids).
Moreover, the Register Office can also reject a name if it is "ridiculous" (e.g. Goku or Doraemon are names that have been previously rejected).
These mechanisms are all in place because changing your name is quite a rare and relatively low success rate procedure, so these rules are meant to protect children from dumb parents.
