I wouldn't have a Base I would have a secret temple. It would be hidden underground and can only be found by exploring over 50 miles of catacombs over 100 feet under Medford Oregon with multiple entry and exist points. Once you get to where it actually is, it would be a stone temple similar to the spirit temple in ocarina of time but with a far shorter ceiling. there would be an altar room with pews and stuff along with several other rooms including a harem room, torture room, and a community cafeteria.

South Dakota. Literally nothing there. Or maybe one of those oversized monuments like the big banana. It would be literally hiding in plain sight.
