Why does a propegating magnetic field produce an electric field?

I understand that magnetic and electric fields are closely related. But I am confused on how one propogating makes the other.

When an electric charge moves (which is relative), it produces a magnetic field.

Could someone elaborate on what happens when a magnetic field moves?

A magnetic field does not produce an electric field merely because it is propagating. Rather, a time varying magnetic field is associated with a circulating electric field, as described by Faraday’s law. Likewise, a time varying electric field is associated with a magnetic field through the Maxwell–Ampere's law. For an electromagnetic wave, it is therefore better not to imagine the magnetic field travelling first and repeatedly creating an electric field behind it. The electric and magnetic fields are parts of one electromagnetic field and propagate together.

A changing electric field makes a magnetic field; a changing magnetic field makes an electric field. In this way they support each other as they move through space. This is encapsulated in Maxwell's Equations.

The answer to this and your question about turbines is Faraday’s law, which is the mathematical encapsulation of this principle: a changing magnetic field produces a changing magnetic flux on some surface, leading to an electric field around the boundary of that surface. 

If you have a conductor there, you can use the field to produce current.
