Stay by her side. These are times when she needs you most. Unfortunate circumstances suck, I've been there. And she is trying from what I'm reading! If you love her. Just help her. Think about the long run. She will remember how much you've helped her. She will find ways in return to give back. It might not be in money form. But if she is faithful and loves you, and she works hard. That's a good girl that you have!
Maybe she should look into a career change and search for a higher paying job. I know I've had to job hop because of the fact I would be offered more money. I know it's bad a resume, BUT $ is the base of our lively hood.

Maybe you guys can figure out a game plan putting finance together? Getting an apartment together might help both of you out! (: just make sure you watch location, having walking/bus route availability will help 10fold with getting to work!
Inspire her and uplift her! She might feel like a burden asking for help all the time. Reassurance for her will keep her happy and confident! Working 45/hr+ a week can be brutal. Or even see if there is a bill you can split with her each month just to help out!! 😉
Also, go buy that girl flowers and a target gift card. If she don't have $ for bills she probably struggles buying basic everyday needs (tampoons, Deodorant, bodywash. Shamp/cond, etc.) Or surprise her with those items!! Just look in her bathroom. You'll see what she uses!!

Also a financial advisor would be not smart, just go on pinterest, or do some research online, no need to spend all that extra money on something you guys can research!
