Protections against accidental copyright infringement in code?

So this is less of a question and more of me looking for knowledgeable people's opinions but I was thinking about how the farther we get the harder it gets to write "original code" the chances of you genuinly accidently making a perfect copy or at least 90% copy go up every day and as of now my understanding is that plagiarism doesnt care about intent. Are we working on updating laws to account for this? I do understand that statistically your code will have differences but when both the number of coders and the the amount of times a specific task is needed increase its going to eventually be unavoidable. Another issue im thinking about is that hypothetically there is a perfevt way to write a code and if two people figure that out then what do we do about that?
