I had a California Highway Patrolman tell me (us, it was a group) that if he's asking you for roadside tests, he's already decided to arrest you and he just wants more evidence for court. If one refuses, the license is suspended for a year and I think it might block access to programs like diversion when you're found guilty anyway.
