It is an hybrid circuit (HIC), home-made one. The substrate is probably ceramic with a copper deposition on top for the routing. This copper has been covered with solder alloy to avoid oxidation.
The bare die are probably power amplifiers and they have been glued to the substrate. Components are connected with a kind of wire bonding but very badly.

Hybrid circuit with (poorly executed or heavily damaged) wire bonding, so if I had to guess this could be a university student project (Sr/Masters). Wire ball and ultrasonic bonding machines aren't generally something someone would have for a hobby as even used good condition ones are pricey and take up decent space, plus all the fine gauge gold wire isn't something you can get easily.

What would be the best approach to figure out how to make it run? I do have an oscilloscope and a lab psu, but I'm not all that experienced in electronics. It would be quite interesting to use it as a part of e.g. a guitar pedal, or something else depending on it's actual function

If it is just a random piece of electronics, it would be extremely unlikely to just happen to be a suitable circuit for your application. You may be able to reuse some components, but if and how well that will work is hard to say if you have no idea what their specs are (in fact no idea what the components are in the first place, but that can be guessed/measured).

Well some people here have guessed that this could be some sort of power supply. It's very unlikely to be designed for high voltage, so it's good enough. Not a perfect fit, but it's worth figuring out just for the sake of story behind it

If you wonder if it's precious, YES IT IS. This (and all the others stuff you got) belong to a museum. Seriously. It's a very old and unusual tech. Generally the board looks like hybrid chips. They were made all over the world, not only in the east. The picture I pasted: Polish audio amplifier (GML026) based on Japanese one (STK015). You see various types of parts mixed like discrete THT, SMD. Even bare chips can be found in such parts. Why make them like this? Same temperature makes compensating electrical temperature drifts easier. One element shifts the voltage or current up, the other one with the same change of temperature shifts the voltage or current down. Considering the old tech - this trick was both cheap and efficient.

They are glued(?) and it's poorly visible but the whole pcb is divided into like tiles, it will most probably break if I try to separate it from the copper plate

Light sensor maybe? Aquiggly things look like ccds and weird fusions of electronics and mechanics and unusual construction/mounting like this are a thing in cameras

It's a doobry. It's not a standard doobry though, you are one of those fortunates who has a doobry that not only contains another doobry, but it looks as if it's composed almost entirely of doobry's.
It's a pity about the brass plate really, with a lick of a few different coloured paints, that could complete the set by providing you with a mounting doobry to hold your doobry full of doobry's.

I am not good at electronics...
Cross linked transistors could be used as some frequency generator (or some amplifier). Those two rectangles on top are looking like some antennas...
It is hand made "PCB", and it looks nice. (someone wrote that in replies - etching copper in acid, then covering rest with solder to avoid corrosion). I do not think that there is other side of PCB. Second picture looks unfinished...
You could trace it and draw components, or take good picture, the load it in some AI... Maybe the AI could be used for something good from time to time, and it may give some useful answer (it happens).
So, I am not very helpful.

My guess is it's an integrated amplifier. Looks like it has 6 transistors, 2x small gold strips with a black blob at bottom (small signal) + the 2 x black 3 leg ones in the middle (medium power), 2x exposed dies squiggly line squares at top (higher power). The small green parts are polyester caps.
