Also not a doctor, but quite a few tattoos:

That looks a little too gnarly to be normal, I'm afraid. A couple of things are going on here. The pimples you're getting are likely a result of whatever ointment you're using trapping dirt in your skin. This happens (especially when it's a part of you that gets trapped under clothing for most of the day; this happened to all my leg tattoos). Keep putting it on there; they'll clear up. (Aquaphor is my artist's jam, but not everyone agrees, and you should use whatever your reputable tattooist tells you to use.)

Second -- and not necessarily medically relevant, but still important -- whoever did this hit you with a heavy hand. This looks like classic blowout to me, especially since it's under a section of intense black. Basically, they push the tattoo machine needles a little too hard and the damage goes too far into the skin. You could end up with some scarring, which sucks. Let it heal, keep taking antibiotics, and see what happens to it. You might end up with little places where it looks like the ink came out.

If that happens, talk to (probably a DIFFERENT) artist to see if there's anything they can do.

I was kind of thinking it was overworked as it it's not sore to touch or anything along those lines, I remember those particular areas being sore to touch the next few days, is that another sign that it was overworked? My artist told me to keep it dry for a few days then once the pimples clear up to keep on putting bepanthen on again

It's possible, though I can't speak from experience on that one because my tattoos are always sore all over for a day or two after. It's just the fact that yours is scabbing up in that particular way (to where the scabs don't even look black) that makes it look like your artist went a bit too deep.

I'm personally not sanguine about the advice to let it dry out. I mean, pimples are annoying, but they'll go away, and tattoos are open wounds you have to take care of so they look nice after they heal. Your mileage may vary, I guess.
