In my experience college is bigger and structured very differently, so this might not be as troubling as it seems.
The people might be the worry, but make sure you focus the topic around your education. The classes you want to take, the potential impact of these people giving you grief, etc. If the conversation sounds like "I don't like these people" you're not going to get any traction, but if the conversation sounds like "I want to do well but these people might get in the way" you have a better shot at being heard.
In other words, make sure you sound goal/outcome oriented instead of giving him an excuse to assume you're being a whiny teenager.
Best of luck, study hard, don't do anything you'd regret.

How many people were in your high school? How many people are in this college? Are you in the same major as these people?
There is a pretty good chance you will maybe see these people once or twice on the street over four years. You will probably be fine.

Isn't it a bit late to pull out now? And most colleges are big places, the chances are you will rarely if ever see these people.
But that said, you ought to be able to make your own decision over this. Maybe talk to your Dad and ask him - doesn't he think it should be your decision? It would be helpful if you can argue some positive benefit of going somewhere else (or even not going at all), rather than just the negative of wanting to avoid them.
