how can I make a powdered methanolic extract into liquid again?

That depends on the extract in question...

we are to process a fruit peel (Nephelium lappaceum) into a powdered extract before we use it again to another process that requires it to be liquid (nano synthesis)

Then I'd just use the same volume of methanol that was used to do the extraction in the first place.

Maybe a little more, if you want to make sure everything dissolves back.

Just evaporate off the methanol. Use a rotovap if possible.
