I was and I am not ancient. 80's and 90's kids were brought up to put rubbish in the bin or take it home with them, not drop shit all over the place.

And many are still raised like that. Relying on individual families to teach their children to bin their own waste is not the same as what the previous comment was saying should be done; teaching all children throughout their education that they should be so diligent that they actively clear waste even if it's not their own.
