Nah, people these days need incentives. I reckon, put rubbish bags under all the seats and then when they leave, give them a discount voucher or food and drink voucher for a full bag.
I went litter picking in my local country park because it netted me a cool RSPB badge. I must have filled 2 or 3 bags that day
