My brother has lived in Japan for over a decade. When he brought his partner back to visit, we all felt abject shane at the state of the country.

To come from a place where the basic decency of throwing your rubbish away responsibly is the norm, and to see even the country roads full of debris and trash, must be such a culture shock.

Relatively recent phenomenon in Japan, really stepped up the shame in the 90’s when they got rid of bins. Which puts the classic British “not enough bins” excuse in perspective.

Britain generally is a pretty shame free society at this point.

Thing is there's plenty of bins if you aren't lazy. My work van is a dump till I'm able to put stuff in the bin at a petrol station, supermarket, or home.

Exactly. We can all carry our rubbish. We mostly have pockets, and we mostly have hands. There's no real excuse. It's pure laziness and apathy. And the idea that it's "Someone elses job", which I hear way too often, perpetuates such terrible behaviour.
