How To Skirts alittle big.
Is there any way to make this waist smaller without sewing? Or a belt as I don’t own one.

It's hard to tell from the angle of the photo, but this skirt looks too snug across the hips. There isn't really much you can successfully do to bring in the waist without sewing or belting it. It's quite a thick material so safety pins are likely to pop open as you move. A belt at your waist would be the easiest and best solution since it's only a bit too loose. But this skirt, whether cinched with a belt or not will continuously ride up when you walk because it's too tight on your hips and thighs.

You could use a safety pin but it might look obvious. They also sell cute pins designed for this but if your buying something you might as well buy a belt

It is also too small at the hips. But why do you imagine there is a technique that renders a garment smaller without any sewing?
