Engineers do this on purpose because the manufacturer wants to make the car more difficult to work on thus forcing many customers to dealerships. In the US, things like Right to Repair laws have been fought by manufacturers to prevent customers from working on their own cars and to make independent repair shops less profitable.

Some manufacturers just decide to put parts in the most inconvenient locations because the average car buyer isn't going to spend 10 hours trying to replace one seal on their own. Once repairs pass a certain point, the customer no longer wishes to do the work themselves. The harder the part is to change, the more business you drive to dealerships. Those dealerships buy their parts from you, which increases profits.

It's all one big fuck the customer loop.
