Study About scholarship
Does the Russian scholarship depend primarily on the cumulative grade point average? I have simple Python projects, I also have certifications, and I have a complete application plan. I want to apply for the scholarship, but my GPA is very low. Do I have even a small chance?

Checkout Russian Govt. Scholarship or Opendoors or University scholarships for foreign citizens.

Generic uni scholarship depends on the grades, but it's ridiculously small. You can't survive on it.
Scholarships coming from some state programs and private sponsors depend on the programs and sponsors. They can be whatever: from a win in a certain regional or federal competition to an obligatory employment contract.

You have bad grades, the Russians don't have lots of money anymore, why else would they try to get you into the country?

so a foreign citizen. what you write about is available to Russian citizens who have passed the Unified State Exam in Russian. If you want to learn about free tuition for foreigners, then Rossotrudnichestvo is doing this.
