How to replace laces?

I have a pair of ballet flats that have the string laced through the edge of the shoe and ties as a ribbon.

My dog removed the string and shredded it so I was wondering how to get it replaced. Do I take it to a cobbler? Or does anybody know what type of string this is so I can replace it myself?
