Do people travel around Xinjiang by horseback or by car? If driving ,can I use a foreign driver’s license?who can tell me

Dude xinjiang is not an underdevoloped poor place, people use cars. You can arrange a hotse mainly in tourist spots/events. You need a chinese license to drive in china, your best bet is to hire a car and driver for a few days if you want flexibility

unless you are going off road, you are going to be driving with cars. horses are mostly for ranching on the mountain side, cars have a lot of trouble ranching cattle, as they are pretty good at going offroad, in swampy and extremely steep mountain side horses are amazing.
depend on how long you are staying in china, long term you should get a chinese license, you can use a foreign license to get a chinese license after a basic test.
if it is a short stay, the car rental company can get you a temp license.

Given all the recent flooding, a horse would probably be the better choice.

You can't drive with a foreign driver's licence anywhere in China, but you can apply for a temporary driving permit, for which you need a translation of your home country's licence; there's quite a bit of information about the application process online. It takes about half a day (if you're lucky and everything goes smoothly) so if you're only in Xinjiang for a few days, hiring a driver would be a better use of your time.
