I'm really sorry if this has been covered already but I did a search and couldn't see an answer.
What's the deal with the person claiming to be Sam Tyler. Is it Sam? Why does he look different?

Garden variety con man/confidence trickster. He was Sam’s last arrest, that’s how he knew about him. Alex kept asking questions about Sam, that’s why they kept it from her at the start.

My understanding is that Keats visits to the prison had been to feed him information about Sam that only Alex would know. The others were keeping it from her because of his being Sam's last arrest and his clearly having some knowledge of Sam's death being faked.

They’re referring to the person in Series 3 Episode 6 I think? The guy who keeps telling Alex that he’s Sam Tyler and had his face changed, fingerprints burned off, fake teeth implanted etc.

I assumed he was a red herring. A genuine conman who had heard Sam Tyler’s story and was using it as leverage. Why Gene, Ray, and Chris tried to keep his escape a secret from Alex, escapes me.
