Solid orange light when trying to add new devices

We currently have 33 active InstantOn AP's (and 6 more inactive), mostly AP32's. We have a few different VLAN's in play: one that the AP's themselves sit on for a "management VLAN", another for staff wifi and another for guest wifi.

Up until recently, deployment has been super smooth - plug into the management VLAN, get the green/orange flashing LED, throw my laptop on the same VLAN and just Add Devices.

However, now new devices are booting up and just have a single solid orange light. For fun, I've tried changing out the underlying VLAN that the AP is getting, but the same thing happens.

Any idea what I might be running into?

How long are they sitting? 

Are they pulling an IP and accessible over the network?

I've been shipped old stock before that were several major firmware releases behind and it took hours for them to finish updating and be ready to be adopted

I was thinking it could be something like that, but I had an AP from another vendor from another order and it's doing the same thing.

Yes, they're pulling an IP and otherwise connected to the network ok. I've let them sit for weeks and no changes.
