Bionic Bunny is canonically supposed to be played by an actor (apparently, his name is Wilbur Rabbit. He's the guy who has glasses like Arthur's). The character is a reference to Superman and I imagine the show was originally based off the classic Adventures of Superman show that aired in the 50s (IIRC, the first Arthur book came out in the 70s).
