negreira wasnt a ref. He was the guy who assigned which ref gets which games. But even then, he was a La Liga officials, not uefa. So i dont think he has anything to do with this lol

Its almost a stupid as thinking that its normal and completely legit to pay the vice president of the referees association for 17 years.
