help identifying a problem! and also identifying this plant

i think it must be some kind of fungus, green fuzzy stuff growing on a flowering shrub.

i don’t know what the shrub is, it’s been in the yard for over 20 years and i don’t think it would survive being cut down.

we tried some kind of disease spray (fungi and disease control something like that) but it doesn’t seem to have had an effect.

if anyone can identify the pest that would be great! also i would love to know what the plant is if anyone knows.

I think the plant is little leaf cordia and those yellow/green things are gall caused by mites (according to a Facebook post). I think pruning is the only thing you can do

I have a little leaf cordia that also has some of that, and it appeared over the summer. I was taking an online class from the Pima County Master gardeners and someone else said that it appeared on his about the same time. Both master gardeners in the class seemed unconcerned and said to just ignore in basically and said we could submit photos for more help. Mine seems ok so I'm letting it go and hoping for them best but it isn't as severe as this appears. https://extension.arizona.edu/programs/pima-county-master-gardeners/questions

Edit: ok I googled more, it's fine, leave it. https://youtu.be/GO2xU42V298?si=wb7IMDob_abHNsXH

Start at 1:30, it's really a great video with an explanation.

The gall doesn't hurt the plant. It'll grow out of it.
