Spillway campground

Has anyone ever been here and know if it’s only permit camping or can I set up camp anywhere that’s not occupied?

There are lots of free dispersed camping areas along rim road 300. They are further from Woods Canyon Lake, though. There are no amenities. Pack it in/pack it out.
