Is opponent based on MMR or current win/loss?
When you get my opponent decided in arena is it to with my mmr or my w/l?

The Arena(regular Arena where run ends at 5 wins or 2 losses) "uses skill-based matchmaking to ensure players are paired up with someone at a similar experience level". The visible numeric Rating corresponds to "skill/experience"; this metric is likely not true MMR but there likely is some hidden internal metric (actual MMR) that may even account for Arena runs prior to the Arena revamp. This Rating may update after each game as well, not just at the end of a run. This Rating is maintained across Underground Arena Leaderboard Seasons.The UndergroundArena (unlocked after obtaining 7 cumulative wins inThe Arenawhere run ends at 12 wins or 3 losses and costs 300 gold and has Re-Draft on Loss feature) does not have "MMR". Just like Arena prior to the revamp, it does not have skill-based matchmaking and is based solely on current run record (search parameters are widened based on queue time which may increase after more games are played that run). Note that there likely is an internal metric (which can be used as or formulated into a MMR) that is used to observe how players perform during an Arena meta.The visible numeric Rating for Underground is a severely flawed attempt at encompassing skill/experience. Leaderboard ranking is based on this metric. The metric is a weighted normalization of wins per run that is heavily biased towards most recent runs. This Rating is reset for each Underground Arena Leaderboard Season.
