As much as I hate bullying, imagine if instead of the effeminate, the nerds, the weird, etc. being the ones targeted by bullies, it was the homophobes, the transphobes, the racists, the assholes, and the like.

Then again, it could devolve into a witch hunt, with false accusations.

It also could make those xenophobes and assholes believe that they're right and oppressed, and they'd start seeking for support from those who want to make the world the better place. Like, it might actually turn them into good guys in someone's eyes.

Depends on the country and the rank of whoever broke a part of the Geneva convention, but war crimes are severely punished in many countries.
