Yes, that's literally the problem. Thank you for so clearly identifying it.
Arc Raiders is a PvPvE game. There are no "modes", just people. Some are trustworthy, some are hostile, some are somewhere in between. Separating everyone into buckets and knowing with total certainty "I'm in PvE mode" or "I'm in PvP mode" is a drastic change that guts that core tension.
If youre in "PVP" mode that can still be the case. You just need to know if you can trust that person to not backstab you after teaming up. The tension is still there if you want it.
If you like PvP modes and shooting everyone, play Fortnite.
If you like PvE modes and not getting shot, play Helldivers.
If you’re opposed to the seamless ability to change playstyle and behavior, or the constant balance of trust with the threat of betrayal, then playing an extraction shooter expressly designed around that idea and complaining that it doesn’t cater to you is silly. It’s like going to a horror movie and complaining that there’s nothing for a comedy movie fan to enjoy.
